Urges the Department of Land and Natural Resources (DLNR) to work with Moanalua Gardens Foundation to execute a Memorandum of Understanding for educational and cultural use of Kamananui (Moanalua) Valley.

Identifies Kamananui Valley as a 3,700-acre pristine ahupua'a in urban Honolulu obtained by DLNR following the dissolution of the Samuel Mills Damon Estate in March 2007 and opened to the public in 2008.

Recognizes Moanalua Gardens Foundation's 40-year history of protecting and preserving the valley and its track record of environmental education and cultural programming, including the award-winning Partners in Education program and the annual Prince Lot Hula Festival.

Requests DLNR submit a progress report to the Legislature no later than 20 days before the convening of the 2012 Regular Session, including findings and recommendations regarding the Memorandum of Understanding.

Directs certified copies of the resolution be transmitted to the Board of Land and Natural Resources and the President of Moanalua Gardens Foundation.
