• Requests the Department of Land and Natural Resources convene the Feral Animal Conflict Resolution Working Group to develop and recommend statewide comprehensive feral animal management policies.

• Working group must include 29 designated representatives from state departments, federal agencies, universities, conservation organizations, industry groups, and humane societies.

• Working group shall analyze existing gaps in feral animal control, review control methods and costs, develop a statewide management framework, and recommend legislative or administrative rule changes by November 1, 2011.

• Requires the working group to engage a disinterested facilitator and consultants to provide examples of effective programs, control methods, cost-benefit analyses, and address historical and cultural issues related to feral animals.

• Report findings must be submitted to the Legislature no later than 30 days before the 2012 regular session convenes, with recommendations on continuing or modifying the working group.
