Affirms support for a Parental Rights Amendment to the U.S. Constitution that declares the liberty of parents to direct the upbringing and education of their children as a fundamental right.

Urges members of the United States Congress to propose the amendment (H.J. Res. 42) to the states for ratification.

Amendment text prohibits the United States and states from infringing on parental rights unless the government demonstrates an interest of the highest order that cannot be otherwise served.

Amendment prevents international law or treaties from superseding, modifying, or interpreting the parental rights guaranteed by the amendment.

Directs the Hawaii Legislature to transmit certified copies of the resolution to the President, Congress, and state legislative bodies nationwide.
