Requests the City and County of Honolulu to assess maximum fines and issue liens against property owners cited for at least three violations within a five-year period in the same one-mile radius area.

Applies to owners holding at least five separate properties where multiple code violations for property maintenance, health, or safety ordinances have been accumulated.

Directs the Corporation Counsel to settle violations with consideration for the egregious nature of repeated violations and the maximum fines available under county law.

Cites a specific example of a property owner who received 53 citations for failures including delayed demolition permits, overgrown properties, and other county ordinance violations.

Transmitted to the Mayor of Honolulu, City Council members, and three neighborhood organizations in the Kahala-Waialae area.
