Urges Hawaii's congressional delegation to support reauthorization of the Native Hawaiian Education Act under the Blueprint for Reform of the Elementary and Secondary Education Act.

Recognizes the Act's establishment of a Native Hawaiian Education Council with Island Councils for all major Hawaiian islands, requiring representation from Native Hawaiian education service providers, consumers, and the Office of Hawaiian Affairs.

Notes successful demonstration programs funded under the Act, including higher education fellowships, 'Aha Punana Leo preschools for Hawaiian language preservation, the Na Pua No'eau gifted and talented program at University of Hawaii at Hilo, and special education programs such as Pihana Na Mamo.

Acknowledges subsequent grants have increased Native Hawaiian language curriculum development, indigenous teacher preparation programs, and community-based education learning centers.

Directs transmission of certified copies to Hawaii's Congressional delegation, the Board of Education Chairperson, and the Chief Executive Officer of the Office of Hawaiian Affairs.
