Requests the Attorney General to investigate geothermal royalties paid by Puna Geothermal Venture under Hawaii Revised Statutes section 182-18

Directs investigation of whether royalty payment costs are improperly passed to Hawaiian Electric Light Company and ultimately to Big Island consumers rather than absorbed by Puna Geothermal Venture

Requires review of the special land and development fund deposits, adequacy of annual reports to the Legislature on geothermal royalty dispositions, and compliance with federal "avoided cost formula" provisions

Requests investigation into potential illegal or excessive price fixing, profit taking, and kickbacks associated with geothermal royalties, with particular concern for Native Hawaiian interests in ceded lands

Directs Attorney General to report findings and recommendations to the Legislature before the 2012 Regular Session and requests cooperation from Puna Geothermal Venture and Hawaiian Electric Light Company
