Cites Hawaii's fourth-highest pedestrian fatality rate in the United States, averaging 28 fatalities and 560 injuries annually from pedestrian-vehicle collisions.

Notes that Village Park residents, including young and elderly pedestrians, have requested a visible crosswalk on the busy Aiki Street and Kupuna Loop area for years.

Requires certified copies of the resolution be transmitted to the Honolulu Transportation Services Director, State Transportation Director, Honolulu Police Chief, and Waipahu Neighborhood Board Chairperson.
