Urges the City and County of Honolulu Department of Transportation Services to fund and install a traffic light signal at the intersection of Honowai and Waipahu Streets in Waipahu.

Identifies the intersection as a major traffic chokepoint that experiences congestion of more than ten cars during peak traffic hours.

Notes that Honowai Street motorists have limited alternative routes, with Hene and Hoaeae Streets being out-of-the-way and also routinely congested.

Requires certified copies of the resolution be transmitted to the Director of Transportation Services, Director of Transportation, Chief of Police of the Honolulu Police Department, and Chairperson of the Waipahu Neighborhood Board.
