Cites national statistics showing intersections account for approximately 20.8 percent of motor vehicle fatalities and that crashes at signalized intersections occur more frequently and with greater severity than at non-signalized intersections.

Identifies four-way stop control as a recommended alternative to traffic signals according to the Transportation Research Board of the National Academies.
