Department of Transportation Services is requested to conduct a traffic and pedestrian study of the intersection of Mokuola Street and Hikimoe Street in Waipahu, Oahu.

Study shall include pedestrian and vehicle counts, safety concerns, motor vehicle collision and pedestrian accident statistics, street lighting assessment, and costs and feasibility of installing additional lighting and crosswalks.

Study must project increased motor vehicle and pedestrian traffic expected from completion of the rail transit station planned for Mokuola Street.

Department shall submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days prior to the 2012 Regular Session.

Background concerns include heavy pedestrian use by seniors from nearby care facilities and elderly housing, poor street lighting creating visibility problems, and currently only one crosswalk at the intersection.
