Affirms the Legislature's intent that amendments to the State Health Services and Facilities Plan must be conducted through the public hearings process with public notice and opportunity to be heard.

Reaffirms that the State Health Planning and Development Agency and Statewide Health Coordinating Council are mandated to prepare and amend the State Health Services and Facilities Plan addressing inpatient care, health care facilities, and special needs.

Directs that certified copies of this resolution be transmitted to the Governor, Director of Health, State Health Planning and Development Agency Administrator, Statewide Health Coordinating Council Chairperson, subarea health planning council Chairpersons, and all county Mayors.

Acknowledges that denial of a certificate of need by the health care facility can prevent facilities from receiving Medicare and Medicaid reimbursements.
