Requests the State Auditor to conduct a comprehensive audit of all state special funds and evaluate the effectiveness of budgetary control provisions in Hawaii Revised Statutes Chapter 37, Part III.

Requires the State Auditor to submit the comprehensive audit report, including any proposed legislation, to the Legislature no later than 20 days before the start of the 2012 Regular Session.

Notes that the last comprehensive review of special funds occurred in 1992 (updated in 2001) which identified approximately 132 special funds and recommended many be repealed.

Cites that hundreds of special funds collectively hold hundreds of millions of dollars that could be redirected to the state's general fund for more flexible legislative use during economic difficulties.

Directs certified copies of the resolution be transmitted to the State Auditor, Governor, Chief Justice of the Hawaii Supreme Court, Office of Hawaiian Affairs Board Chair, and Director of Budget and Finance.
