Establishes a Flood Control Task Force to review and study the challenges of flood control in Hawaii, particularly addressing flooding caused by climate change, rising sea levels, and tropical weather events.

Task Force composition includes the Chairperson of the Board of Land and Natural Resources (serving as chair), the Vice Director of Civil Defense, and scientists from the University of Hawaii with expertise in climatology, geology, and environmental sciences.

Task Force must include Windward Oahu in its review and examine flooding phenomena related to climate and weather pattern changes, methods to mitigate flooding and improve flood control, and ways to reduce damage to homes, businesses, and property.

Task Force must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the convening of the Regular Session of 2012, with a draft proposal due to the Legislative Reference Bureau by November 1, 2011.

Legislative Reference Bureau is requested to assist the Task Force in preparing its report and proposed legislation.
