Requests the Department of Transportation to create a task force to study transferring responsibility for unmaintained disputed roads to the counties and identify potential funding sources.

Task force composition includes the Director of Transportation (chair), Director of the Office of Planning, all four county mayors, and specified county engineers and transportation officials.

Task force to explore feasibility of county responsibility for roads that are not currently being maintained, including estimated costs and possible funding sources.

Department of Transportation must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2012 regular session convenes.

Addresses long-standing jurisdictional disputes over roads created during the Territory of Hawaii but transferred to counties without funding or maintenance standards after statehood.
