Requests the Director of Public Safety to form a task force to plan and design a correctional treatment facility housing 1,000 to 1,200 inmates on undeveloped Hawaiian Home Lands on the Big Island.

Task force to include state and county officials, Hawaiian Homes Commission representatives, and community leaders to develop preliminary design, cost projections, and site evaluations.

Facility should provide intensive rehabilitation programs for chemical dependency, substance abuse, and mental health treatment, with potential for state or private operation.

Task force to consider feasibility of community-based programs operated by community agencies and nonprofit organizations as alternative to institution-based corrections.

Task force to submit report with findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2012 Regular Session convening, including facility design, financing options, site proposals, and draft requests for proposals.
