Requests the Department of Health to establish a task force to implement Act 1, Session Laws of Hawaii 2011, which extends marriage rights, benefits, and responsibilities to civil union partners effective January 1, 2012

Task force responsibilities include reviewing other states' experiences managing high volumes of civil union license applications in the first days after similar laws took effect

Directs the task force to consider pre-filing, pre-screening procedures, and authorizing temporary agents who waive fees for civil union licenses

Director of Health would serve as chairperson, with members from the Attorney General's office, Hawaii Tourism Authority, and community organizations; task force to terminate June 30, 2012

Requires a report with findings, recommendations, and proposed legislation to be submitted to the Legislature at least 20 days before the 2012 Regular Session
