Requests the Sergeant at Arms Offices of both the House and Senate to report on the feasibility of creating a telecommunication system allowing neighbor island residents to testify remotely from their home islands.

Directs the report to analyze the current costs of testifying for neighbor island residents and the costs of required telecommunication equipment.

Requires the report to evaluate which forum would best serve the needs of outer island residents and Hawaii legislators.

Permits the Sergeant at Arms offices to collaborate with state offices, public utilities, businesses, schools, or organizations for guidance on implementing an appropriate telecommunication system.

Requires the report to be submitted no later than 20 days before the commencement of the 2012 legislative session.
