HI HCR219

Requests the Legislative Reference Bureau to study current Hawaii law and procedures governing vacation credit disposition when public employees transfer between departments within the same jurisdiction or to another jurisdiction.

Directs the study to review legislative history and assess the rationale and soundness of existing procedures, including identification of viable alternatives.

Requires a survey of personnel directors from the State Executive Branch, Legislature, Judiciary, and county governments regarding problems experienced with vacation credit transfers and recommendations for system improvements.

Mandates submission of findings and recommendations to the Legislature no later than 20 days before the 2012 Regular Session convenes.

Addresses concerns that current procedures create inequitable outcomes, including costs to transferring agencies and improper crediting of transferred funds to the general fund rather than receiving agencies.
