Requests the Governor's Coordinator on Homelessness to study the feasibility of establishing kanaka villages where homeless Native Hawaiians may live in tents and subsist using traditional Hawaiian methods of sustainability.

Notes that Native Hawaiians constitute nearly 40 percent of the homeless population in Hawaii and many choose not to use shelters due to conflicts with shelter rules.

Requires the Coordinator to consult with the Department of Hawaiian Home Lands and Hawaii Public Housing Authority and identify appropriate areas on Hawaiian Home Lands property for potential kanaka villages.

Mandates submission of a report with findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2012 Regular Session convenes.

Directs transmission of certified copies to the Governor, Coordinator on Homelessness, Hawaiian Homes Commission Chairperson, and Hawaii Public Housing Authority Executive Director.
