Requests the Department of Health's Clean Water Branch and Solid and Hazardous Waste Branch to investigate illegal solid waste management systems operating as transfer stations or recycling centers and illegal dumping activities.

Requests the Honolulu Police Department and the City and County of Honolulu's Departments of Environmental Services and Planning and Permitting to conduct investigations into illegal waste management systems and illegal dumping.

Requests the Prosecutor of the City and County of Honolulu to prosecute anyone found operating illegal waste management systems or engaging in illegal dumping.

Cites environmental and public health concerns including potential contamination of land, air, and drinking water sources, fire hazards, toxic fumes, ground pollution, and attraction of criminal activity.

Directs transmission of certified copies of the resolution to the Director of Health, Honolulu Police Chief, directors of Environmental Services and Planning and Permitting departments, and the City Prosecutor.
