Notes that Hawaii received $75 million in Race to the Top federal grant funds and committed to ensuring all high school graduates are college and career ready by school year 2017-2018.

Requests the Hawaii Department of Education review whether national college admission exams would be appropriate substitutes for the Hawaii State Assessment, including determining appropriate grade levels for administration.

Directs the Department of Education to evaluate costs associated with administering college admission exams at various schools.

Requires certified copies of the resolution to be sent to the Governor, State Board of Education Chairperson, Superintendent of Education, Hawaii Congressional Delegation, U.S. Secretary of Education, and public high school principals.
