Supports review and consideration of the 228 human rights recommendations from the 2010 United Nations Universal Periodic Review of the United States of America, where applicable to Hawaii.

Endorses promotion of a culture of human rights based on principles established in the Charter of the United Nations.

Encourages the State of Hawaii's participation in the United States' next Universal Periodic Review scheduled for 2014.

Requires transmission of certified copies to the U.S. Secretary of State, Secretary of Education, Secretary of Housing and Urban Development, Hawaii's congressional delegation, Hawaii's Attorney General, UN Secretary-General, and UN High Commissioner for Human Rights.
