Urges the State of Hawaii to adopt the International Labour Organization "Convention concerning Indigenous and Tribal Peoples in Independent Countries" (ILO Convention No. 169).

Calls on the state and international community to consult with indigenous and tribal peoples before implementing legislative or administrative measures that directly affect them, as outlined in Article 6 of the convention.

Urges the state and international community to grant indigenous and tribal peoples ownership and possession of lands and natural resources they traditionally occupy, as specified in Article 14 of the convention.

Requests the President of the United States to sign and seek timely ratification of the ILO convention.

Directs transmission of the resolution to the President, UN Secretary-General, UN High Commissioner for Human Rights, ILO Director-General, Hawaii's congressional delegation, and U.S. State and Labor Secretaries.
