Requests the Attorney General to publicize six specific international treaties and protocols to county and state agencies in Hawaii.

Requires the Attorney General to prepare templates for county and state agencies to use when creating reports on the specified treaties and protocols.

Specifies the treaties and protocols as: International Covenant on Civil and Political Rights, International Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, International Convention on the Elimination of All Forms of Racial Discrimination, and three Optional Protocols to the UN Convention on the Rights of the Child.

Recognizes that the United States is obligated under these UN treaties to publicize their text to states and territories and to provide regular reports to the relevant UN committees.

Directs transmission of a certified copy of the resolution to the Attorney General.
