Urges the Director of Health to convene task forces with Hawaii counties (excluding Kalawao County) to develop community benefits packages for neighborhoods located nearest to landfills, beginning with the most populous county.

Requests task forces consider reduction or elimination of property taxes for homeowners nearest landfills as part of community benefits packages.

Requests task forces consider funding mechanisms, including user fees or additional tipping fees, to support community health centers located closest to landfills.

Establishes staggered reporting requirements to the Legislature: most populous county by 20 days before 2012 Regular Session, second most populous by 2013, third most populous by 2014, and fourth most populous by 2015, with each task force ceasing to exist after its report.

Directs certified copies be transmitted to the Director of Health and the Mayors of the four most populous counties.
