Urges the Department of Hawaiian Home Lands to release pastoral and agricultural leases to its beneficiaries to provide greater access to ancestral lands.

Requires the Department of Hawaiian Home Lands to submit a report to the Legislature no later than 20 days before the 2012 Regular Session detailing its activities and efforts regarding the release of pastoral and agricultural leases.

Directs transmission of certified copies of the resolution to the President of the United States, Hawaii's Congressional delegation, the Governor, the chairperson of the Hawaiian Homes Commission, and the chairperson of the Board of Trustees of the Office of Hawaiian Affairs.

References the Hawaiian Homes Commission Act of 1920, which set aside approximately 200,000 acres of federal land as a permanent homeland for native Hawaiians and established the Department of Hawaiian Home Lands.
