Urges the Hawaii Sister-State Committee under the Department of Business, Economic Development, and Tourism to establish opportunities for official and personal international relationships between Hawaii and the global community.

Requests the committee develop, plan, and coordinate international relationship opportunities for the State, counties, business community, and interested groups or individuals.

Directs the committee to explore opportunities to showcase Hawaii's arts, historic properties, and other cultural items and places to the international community.

Requires the Hawaii Sister-State Committee to submit a report of its activities, findings, and recommendations to the Legislature no later than 20 days before the 2012 Regular Session.

Emphasizes potential economic stimulus through the visitor industry and benefits including cultural understanding, economic vitality, scientific advancement, and regional security.
