Authorizes and requests the Governor to establish a sister-state relationship between Hawaii and Rabat-Salé-Zemmour-Zaïr of the Kingdom of Morocco through the Hawaii Sister-State Committee.

Directs the Governor and Hawaii Sister-State Committee to report to the Legislature on progress made no later than 20 days before the Regular Session of 2012.

Requests the United States Secretary of State, Embassy in Rabat, and Hawaii's business community to assist in establishing economic, social, governmental, educational, and cultural exchanges.

Authorizes offering Rabat-Salé-Zemmour-Zaïr the privileges and honors extended to Hawaii's other sister-states and provinces.

Requires certified copies of the resolution be transmitted to the U.S. Secretary of State, King of Morocco, Prime Minister of Morocco, U.S. Ambassador to Morocco, and other specified officials and organizations.
