H.C.R. No. 25 Summary

• Requests the State Auditor to conduct an impact assessment of mandatory health insurance coverage for palliative care, effective July 1, 2011, pursuant to Hawaii Revised Statutes sections 23-51 and 23-52.

• Requires the Auditor to evaluate both social and financial impacts of the palliative care coverage mandate, including effects on insurers, consumers, and the healthcare system.

• Mandates the Auditor submit findings, recommendations, and any necessary implementing legislation to the Legislature no later than twenty days before the convening of the 2012 Regular Session.

• Directs certified copies of the resolution be transmitted to the State Auditor and Insurance Commissioner, who must distribute copies to all health insurers in Hawaii.
