An 8.9 magnitude earthquake near Honshu, Japan on March 10, 2011, generated a tsunami that reached Hawaii's shores on March 11, 2011, causing an estimated tens of millions of dollars in damage to coastal areas.

Keehi Lagoon, Hawaii's second largest small boat harbor, sustained the worst damage at an estimated $3.08 million, and the Alii Drive area on Hawaii Island was devastated with significant damage to approximately 50 businesses including the historic Kona Inn.

Governor Neil Abercrombie declared a state of emergency on March 11, 2011, and issued a supplementary proclamation on March 13, 2011, to enable access to federal disaster relief funds.

Requests that all state departments and each county assist in relief and recovery efforts for those affected by the tsunami.

Directs certified copies of the resolution be transmitted to the Governor, heads of each executive state department, and the Mayors of each county.
