Requests the Department of Land and Natural Resources and Department of Accounting and General Services to jointly identify suitable state lands on Oahu for developing a high technology park.

Cites projections that technology and defense-related industries on Oahu will have an estimated 176,000 jobs by 2012, with over 51,000 newly-created positions requiring highly-skilled workers.

Identifies a high technology park as an employment anchor facility needed to train Hawaii's workforce for growth in high technology, defense-aerospace, business, and finance sectors.

Requires the two departments to submit findings and recommendations to the Legislature no later than 60 days before the 2012 Regular Session convenes.

Directs that certified copies be transmitted to the Chairperson of the Board of Land and Natural Resources and the Comptroller.
