Urges the Governor to release or restore funds to the Department of Human Services for the Ka Pā'alana Traveling Preschool and Homeless Family Education Program serving homeless children on the Leeward Coast of Oahu.

Requests funding for Supplemental Contract No. 1 (DHS-10-ETPO-159) to continue early childhood education services through the Ka Pā'alana Outreach Project.

Notes that the Department of Human Services provided notice of intent to terminate the contract with Partners in Development Foundation due to lack of available funds, which would eliminate services to nearly 800 preschool children and 15 to 20 full-time positions.

Alternatively requests the Governor restructure the executive budget to allow services to continue through the end of fiscal year 2010-2011 and develop a plan with Partners in Development Foundation to sustain services through fiscal year 2011-2012.

Directs certified copies be transmitted to the Governor, Director of Human Services, and Chairperson of the Board of Directors of the Partners in Development Foundation.
