Requests the Auditor review state executive branch policies and procedures for deciding whether to release funds appropriated by the Legislature.

Directs the Auditor to focus on the previous administration's 2011 decision to withhold $1,000,000 appropriated in 2009 for expansion of the Molokai Community Health Center.

Molokai Community Health Center halted construction in January 2011 due to the State failing to release the $1,000,000 needed to continue the project.

Requires the Auditor to submit findings and recommendations to the Legislature no later than twenty days before the 2012 Regular Session convenes.

Directs transmission of the concurrent resolution to the Governor, Director of Health, Auditor, and leadership of both Molokai Community Health Center and Molokai General Hospital.
