Requests the Hawaii Advisory Commission on Drug Abuse and Controlled Substances to determine whether bath salts (mephedrone and methylenedioxypyrovalerone/MDPV) should be designated as controlled substances under the Uniform Controlled Substances Act.

Notes that bath salts are currently unscheduled synthetic designer drugs that produce stimulant effects similar to methamphetamine and cocaine, with potential for violent behavior, hallucinations, paranoia, rapid heart rate, and suicidal thoughts.

Directs the Department of Public Safety to include a recommendation regarding bath salts scheduling in its mandatory annual report to the Legislature.

References a February 2011 written warning from White House Drug Czar Gil Kerlikowske about the dangers of bath salts.

Requires certified copies of the resolution to be transmitted to the Director of Public Safety and the Chairperson of the Hawaii Advisory Commission on Drug Abuse and Controlled Substances.
