Neighborhood boards have been threatened with litigation seeking to reverse their decisions, creating a chilling effect on their ability to advocate for community concerns.

Notes that the City and County of Honolulu Corporation Counsel has not provided legal defense to neighborhood boards in the past.

Requires certified copies of the resolution to be transmitted to the Mayor, Corporation Counsel, and Chair of the Neighborhood Commission of the City and County of Honolulu.
