Requests the Department of Health to adopt rules limiting possession of pet animals whose improper care creates a nuisance in the community.

Defines pet animals as dogs, cats, domesticated rabbits, guinea pigs, domesticated pigs, or caged birds not bred for consumption.

Notes that current animal hoarding statute allows ownership of up to 15 cats and dogs but does not address improper care of fewer than 15 pet animals.

Recognizes that proper care of pet animals becomes increasingly difficult as the number owned increases, and that improper care—including failure to properly dispose of waste—creates community nuisances.

Directs transmission of a certified copy of the concurrent resolution to the Director of Health.
