Requests the Legislative Reference Bureau to study whether the Post Retirement Allowance under Hawaii Revised Statutes Chapter 88-90 is fulfilling its purpose of maintaining living standards for retired state and county employees.

Directs the study to determine if the Post Retirement Allowance, calculated as 2.5% of a retiree's pension multiplied by years of service, adequately supplements pensions to keep pace with inflation.

Requires the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2012 Regular Session convenes.

Mandates certified copies be sent to the Legislative Reference Bureau Director, Employees' Retirement System Administrator, Hawaii State Teachers Association-Retired President, and Hawaii Government Employees Association Retirees Unit President.
