Urges the State (through the Governor) and City and County of Honolulu to support a waste management system that equitably distributes benefits and burdens across the community.

Acknowledges that the Leeward Coast bears disproportionate burdens as the primary location for Honolulu's waste management system.

Recognizes that landfill residents deserve special consideration for environmental justice, as they may experience cumulative and long-term health effects from proximity to waste facilities.

Addresses concerns about non-municipal solid waste deposited at landfills, including construction waste, sludge, lead-based painted debris, lead acid batteries, and materials containing polychlorinated biphenyl.

Calls for other communities on Oahu to share in the burdens of an effective and fair waste management system.
