Requests the Auditor to conduct a financial and management audit of the Hawaii Community Development Authority (HCDA).

Directs investigation into how the HCDA expended public funds creating residential development plans for Kakaako Makai despite being prohibited by section 206E-31.5, Hawaii Revised Statutes.

Requires investigation into whether the HCDA is attempting to circumvent the requirement to collaborate with and consider recommendations from the Kakaako Makai Community Planning Advisory Council.

Directs inquiry into public funds expended on efforts to repeal section 206E-35, Hawaii Revised Statutes, and whether the HCDA has acted in good faith with the advisory council.

Requires the Auditor to submit findings and recommendations to the Legislature no later than twenty days before the 2012 Regular Session convenes.
