University of Hawaii at Hilo is requested to search for a site in lower Puna on the Big Island to establish a learning center comparable to the North Hawaii Education and Research Center in Honokaa.

Proposed learning center would offer selected courses via live and distance instruction, create a research station, enhance community service efforts, and facilitate student access to higher education in the underserved lower Puna area.

University of Hawaii at Hilo is requested to hold community meetings during its site search to assess educational needs and explore potential research initiatives in the area.

University of Hawaii at Hilo must submit a report of findings and recommendations, including any proposed legislation for establishing the learning center, to the Legislature no later than 20 days before the 2012 Regular Session convening.

A certified copy of the resolution is to be transmitted to the Chancellor of the University of Hawaii at Hilo.
