Requests the State Auditor to conduct a fiscal and compliance audit of the Kahoolawe Rehabilitation Trust Fund to ensure funds are used in compliance with state laws and applicable grant agreements.

Auditor must submit findings, recommendations, and any proposed legislation to the Legislature and Governor no later than twenty days before the 2012 Regular Session convenes.

Directs the Chairperson of the Board of Land and Natural Resources to establish a working group with representatives from Protect Kahoolawe Ohana, Aha Kiole Advisory Committee, Office of Hawaiian Affairs, Maui County, the Board of Land and Natural Resources, and the Senate Committee on Hawaiian Affairs.

Working group must study and evaluate the appropriate composition of the Kahoolawe Island Reserve Commission and whether Molokini Island and surrounding submerged lands and waters should be incorporated into the reserve.

Working group must report findings and recommendations to the Legislature no later than twenty days before the 2012 Regular Session convenes.
