States that no actual "Treaty of Annexation" ever existed or was implemented; Hawaii was annexed by joint resolution on July 7, 1898, not by treaty.

Contends the statue's inscription perpetuates historical inaccuracies about Hawaii's annexation and misinforms students and the public about the true relationship between the United States and the Hawaiian Kingdom.

Requests the Department of Education and Department of Accounting and General Services to remove the "Treaty of Annexation" inscription from the statue.

Directs transmission of copies to the Governor, Superintendent of Education, Comptroller, Office of Hawaiian Affairs, Hawaii's congressional delegation, and McKinley High School Principal.
