Encourages the Office of Hawaiian Affairs and the Executive Branch to engage in discussions and formulate a joint recommendation to the Legislature for resolving claims regarding income and proceeds from the public land trust between November 7, 1978, and July 1, 2008.

Requires any recommendation to specify the amount in cash payments, parcels of land, or a combination thereof that the State should pay or transfer to the Office of Hawaiian Affairs.

References the January 2008 Settlement Agreement between the State and the Office of Hawaiian Affairs that would have provided $200,000,000 in cash and three land parcels to OHA, but did not take effect because accompanying legislation was not enacted.

Acknowledges Hawaii Supreme Court rulings establishing that the Legislature has the constitutional responsibility to enact legislation giving effect to native Hawaiians' rights to benefit from the ceded lands trust.

Directs transmission of the resolution to the Governor, Attorney General, Chairperson of the Board of Land and Natural Resources, and Chairperson of the Office of Hawaiian Affairs Board of Trustees.
