Urges the Hawaii Department of Economic Development and Tourism to open the Foreign-Trade Zone No. 9 parking lot at 521 Ala Moana Boulevard from 8 p.m. to 6 a.m. for homeless individuals living in vehicles.

Identifies the location as appropriate due to its proximity to downtown services and free meal programs and its vacancy during nighttime hours.

Designates this as a temporary solution until permanent affordable housing becomes available, with the Department retaining rulemaking authority for the program.

Requires the participating agency to determine vehicle capacity and provide or arrange restroom facilities through partnerships with nonprofits or private business grants.

Directs transmission of certified copies to the Governor and Director of the Department of Business and Economic Development.
