Creates a five-member Hawaii Pre-Diabetes Research Task Force within the University of Hawaii comprised of graduate student representatives from the John A. Burns School of Medicine, Department of Psychology, Department of Political Science, Department of Public Health, and Department of Food Science and Human Nutrition.

Task force members serve without compensation for a duration not to exceed their active graduate student status.

Task force is directed to study prevention strategies for pre-diabetes, track policy changes, and develop recommended actions for halting progression of pre-diabetes.

Task force must submit findings and report to the Legislature no less than twenty days before the 2013 legislative session convenes.

Requires transmittal of certified copies to University of Hawaii departments, state agencies (Governor, Department of Health, Department of Human Services, Office of Hawaiian Affairs), and health organizations (American Cancer Society, Hawaii Association of Health Plans).
