Requests the Department of Land and Natural Resources to implement 'Aha Moku Councils as recommended by the 'Aha Kiole Advisory Committee to advise the state on Hawaiian resource management practices.

Establishes that 'Aha Moku Councils are based on Hawaii's traditional moku (regional) land division system and would represent each moku within the state.

Specifies that each 'Aha Moku Council would operate as part of its respective county municipality and consult with the county on traditional natural resource and land management issues.

Directs the Department of Land and Natural Resources to develop a process to acknowledge and recognize established 'Aha Moku Councils as they approach the department, but clarifies the department should not be responsible for organizing or overseeing the councils.

Requires certified copies be transmitted to the Governor, all county mayors, the 'Aha Kiole Advisory Committee Chairperson, and relevant legislative committee chairs.
