Recognizes the long-standing alliance between Hawaii and the Republic of Turkey based on shared values of freedom, democracy, and human rights.

Acknowledges Turkey as the world's 15th largest economy and Europe's 6th largest economy, with significant trade relations to the United States totaling approximately $11.9 billion in 2009.

Notes that the United States and Turkey established a cabinet-level Framework for Strategic Economic and Commercial Cooperation on December 7, 2009, to increase bilateral trade and investment.

Commits the State of Hawaii to cultivating and strengthening cultural, educational, political, and economic relations with Turkey and other Turkic nations.

Directs transmission of certified copies of the resolution to the Prime Minister of Turkey, U.S. Secretary of State, and Hawaii's Director of Business, Economic Development, and Tourism.
