Expresses strong support for educating Hawaii's drivers about their legal responsibilities to blind pedestrians as established in Act 75 (Session Laws of Hawaii 1972).

Notes that despite Act 75 being in effect for 39 years, none of Hawaii's counties have included questions about drivers' responsibilities to blind pedestrians on driver licensing examinations.

References prior Senate Concurrent Resolution No. 10 and Senate Resolution No. 20 from 2010 that called for including such questions on state driver's license exams and in Department of Education driver education programs.

Directs that certified copies be transmitted to the Governor, Senate President, House Speaker, drivers' licensing administrators for Hawaii, Kauai, and Maui counties, the City and County of Honolulu, and the Hawaii Association of the Blind.
