Urges the United States Department of the Interior and Congress to provide additional federal aid to Hawaii for services provided to migrants from the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau.

Documents that Hawaii spent $101,163,113 in state funds in 2007 for Compact of Free Association migrants across multiple agencies including Human Services ($37.1 million), Education ($53.6 million), and Health ($6.8 million).

Calls on Congress to amend the Personal Responsibility and Work Opportunities Reconciliation Act of 1996 to make Compact of Free Association migrants eligible for federally funded financial and medical assistance instead of relying on state funds.

Urges the Department of the Interior to increase Compact Impact Assistance grant funding and to establish dialysis and chemotherapy centers in Micronesia and other Compact of Free Association areas.

Requests identification and securing of additional federal grants and programs to assist the State and Compact of Free Association population in the United States.
