Urges the U.S. Navy to gift a minimum of 100 acres of unused Navy-owned land south of Waipahu Depot Road on the Waipio peninsula to the State of Hawaii to be developed into a state park.

Identifies the lack of a state park within Waipahu community and notes that the closest state parks are located in central Oahu and at Kaena Point.

Cites environmental and quality-of-life concerns including pollution of West Loch from fuel and discarded naval ships, destruction of coral ecosystems, jet noise, and traffic congestion affecting the Waipahu and Ewa communities.

Directs transmission of certified copies of the resolution to the President of the United States, Hawaii's Congressional delegation, Navy officials, the Commander of Joint Base Pearl Harbor-Hickam, Hawaii's Governor, and the Mayor of Honolulu.
